Connect, Moblise, Protect Civic Space
SPACEUG is a civic technology platform developed by Rural Smiles Foundation to strengthen democratic participation, protect civic space, and support collaboration among civil society actors in Uganda.
The platform was created in response to the growing challenges faced by human rights defenders, journalists, community organizers, and civil society organizations working to advance democracy and human rights. Many of these actors operate in complex environments where threats, misinformation, limited coordination, and restrictions on civic participation can hinder their ability to organize and advocate effectively.
Through years of grassroots engagement with communities and civil society networks, Rural Smiles Foundation identified a critical gap: the absence of a dedicated digital platform where civic actors could safely connect, share information, mobilize collective action, and respond to emerging civic space challenges.
SPACEUG was therefore designed as a digital civic infrastructure that strengthens collaboration, enhances information sharing, and supports protection mechanisms for civic actors working to advance human rights, participatory democracy, and inclusive governance.
The development of SPACEUG was supported by the CIVICUS Crisis Response Fund under the scope of the Flexible Support Mechanism, a six-year programme led by civil society organisations (CSOs). The programme is hosted by Oxfam Novib together with implementing partners Protection International, CIVICUS, and Urgent Action Fund Latin America and the Caribbean. Today, SPACEUG continues to evolve as a collaborative civic ecosystem that enables civil society organizations, grassroots movements, journalists, legal advocates, and community leaders to connect, share knowledge, and strengthen collective efforts to defend democratic values and civic freedoms.

The platform is guided by principles of digital safety, responsible governance, and ecosystem collaboration to ensure that civic actors can connect, organize, and mobilize effectively.

The platform prioritizes responsible data management, secure authentication systems, and safeguards that help minimize risks for human rights defenders, activists, and organizations operating in sensitive environments.
